Perhaps it is pertinent at this point to note that none of the agreements between ICANN and the proposed new TLD registry operators have yet been finalised. Once those agreements are finalised, they will still be subject to the approval of the US Dept of Commerce. Until and unless those agreements are finalised and the specific arrangements for handling the landrush period for each new TLD is formally announced, it is (IMO) premature for any organisation, ICANN-accredited registrar or otherwise, to be offering pre-registrations. >From what I have learnt from the major new TLD registry operators (ie .biz, .info & .name), it appears likely that the landrush period will involve some degree of randomisation of requests. Therefore would-be registrars will have to do different technical development for each new gTLD they want to be a registrar for, and probably pass different 'accreditation' processes. Registrars must pass an existing process to become registrars for the existing .com, .net, & .org registry run by NSI. At this stage there's no guarantee which would-be registrars will actually be successfully accredited by each new registry in time to be part of the initial 'domain name land-grab'. But I bet that won't stop any of them from advertising that they are ready to go with pre-registration services. The only way to be sure a registrar offering 'new gTLD pre-registrations' will actually be participating on the day registrations start, is if one of the new registry operators is also going to be acting as a registrar for their registry. Or, you could make the assumption that all the existing ICANN registrars will try to be registrars for the new gTLDs (well, for the relatively open domains such as .biz anyway) and you could pre-register your chosen domain name with all 75 accredited and operational ICANN registrars, plus the 73 accredited but not yet operational ICANN registrars (cause they probably intend to be operational for the new gTLDs as well as existing ones), plus the 18 'accredited as test bed ICANN registrars' plus all the new registrar wannabes that pop up in the next 6 months before the new gTLDs are thrown open. Now there's a question - at the moment ICANN lists all the accredited registrars, cause they only have to be accredited once - for the NSI registry. They'll have to list a table showing which registrars are at what stage of accreditation with which gTLD registry. Clever idea, that 'competing registries' model, eh?
