I disagree.

There is no such thing as an independant  operator / host as every aspect of
the other revenue streams at hand are too closely aligned. So the problem
would simply be re-packaged.
It either has to be AUDA or another government authority who hosts/
protects/ or is wholly responsible for the security of this data.
IP Australia was my suggestion before. IP Australia is my suggestion now.
This does not mean everyone would have to have a trademark either, it simply
means IPA  would administrate, as they do with Patents and Trademarks.
Business names registrars such as The Office of Fair trading are not
appropriate because they do not have Federal or International status like
IPA.

The main problem / stumbling block is that Senator Alston's department is so
poorly informed on all Internet related matters, it is now too scared to
make any serious decisions. It is far more convenient to push these matters
away to self regulation than it is to face up and deal with them.
His handling of the online wagering debacle was proof enough of his
departments' inadequacies.
You couldn't place a bet with your bookie online, but you could switch off
your modem and then ring your bookie to place the same bet.
Truly a well informed management body.

So I do agree with your argument, just not your application of the solution.

I agree entirely. I would think that taking the datatbase hosting away from
Net Registry and placing it with an independant operator would be one piece
of constructive criticism I could offer.
