Well good question. To me it would be totally unacceptable to introduce the .au namespace as a GTLD restricted to businesses. Why ? small businesses and businesses in general having a .com.au and having advertised with it will never swallow that, it is like going backwards and paying again for a domain name and advertising campains for virtually nothing. And what will the world think ? " Australians are waking up after the war and introducing a terrific new idea that is the .au domain name )" ... naaaa bad bad bad.... If you introduce .au as a GTLD, it should be accessible to all australian citizens, now are you going to ask a certificate of birth or a driver's licence number when registering a domain name ? that would be a bit ridiculous ... So no i think that now it would be a bad idea to do that, doing that would also mean that the whole .com.au idea is a joke and a mistake and a "ripp off" ... And since new names under the .au namespace would also be a bad idea, basically there is nothing to do ... the AU Administration would do a better job dealing with the current issues ( as they do apparently when you put a bit of pressure ), cleaning the mess , establishing a code of conduct that is enforcable reasonably soon ( dream dream dream ), and getting rid of the scammers for starters , at least we know they can administrate "something" and leave work everyday with a clean desk , less stress and a clear conscience ... then the good ideas could start coming in....
