$5 is not possible either, you need to remember that ther is the $11 charge
to auDA from the registry.

$11 + $(Registry charge) + $(Registrar costs) = Total$

It would nearly be impossible for the auDA to restrict pricing on any and
all TLD's other than at the registry record end.
