As far as I know they work at the registry interface.

I can't comment on other registrars, but the Melbourne IT online interface
for our customers and resellers has had some glitches which we are currently
resolving.  Should be resolved shortly.

We can still do urgent delegations/redelegations manually.
Just send the details to customer service.
