Well with ACCC's help I got them to to agree that Stat Decs would be OK. The first set I sent by registered mail. The package went around eastern Australia and ended up at the Gold Coast Mail Centre (near Ed Sweeney's residence) for a month before being refused and returned to sender. Fresh documents were sent per ordinary mail but Capital Networks denied ever getting them.
