The domination of the English language in the global
village: efforts to further develop the internet by
populating it with non-Latin-based languages by Molly

THESIS: The several international governmental and
non-governmental organizations involved in the
development of IDNs should agree to cooperate on
technical and policy issues. Standardization in this
realm ? such as universal use of Unicode ? will
promote the adoption and implementation of IDNs by
registrars, increase their sales and put market
pressure on other application providers, such as
browsers, to support IDNs. It is imperative to avoid
fragmentation of this process so that the Internet
remains a globally-useful platform. Not only will
standardization be more convenient for Internet users,
but also for policymakers in realms such as
international intellectual property dispute
resolution.

THE Government is working to evolve a roadmap for
implementing multi-lingual domain names in Indian
scripts. "The Government is in the process of evolving

and IT, Mr Dayanidhi Maran, after launching HCL's

Failure Of Patent Harmonisation Not Critical For WIPO,
Official Says
Failure to get agreement on a proposal to harmonise
national patent laws by World Intellectual Property
Organisation members will not impact the functioning
and credibility of the organisation, a top WIPO
official said today. [Sept 05] ... Separately, on
WIPO?s long-standing mechanism for resolution of
disputes over the rights to Internet domain names, the
arbitration and mediation centre handled 1,176
disputes in 2004. The centre has seen 23,000 disputes
since 2000, he said.

Domain Parking Industry Faces A Shakeout
The business of advertising on parked domains is
facing a shakeout that could dampen speculation in the
domain name market. The domain advertising business,
which is based on pay-per-click advertising from
Google and Yahoo, has seen explosive growth this year.

Request to Extend the 24-Day Comment Period on the
Proposed VeriSign Agreement
Bruce Tonkin (MIT) wrote in the Registrars mailing
list yesterday with this: "We the undersigned
registrars, request that the public comment period on
the proposed agreement with Verisign be extended until
Sunday 4 Dec 2005 so as to allow opportunities for
in-person public discussions during the upcoming ICANN
meeting in Vancouver..." In terms of process, the
Registrar Constituency (RC) by-laws prevent the RC
from balloting on anything in less than 24 days, and
ICANN could require the interest groups it recognizes
to have decision making processes that are capable of
responding to the Board of Director's decision making
process, in a better administrative law world.

WSIS and Beyond - A dialogue between Soenke Zehle &
Geert Lovink
Soenke Zehle and Geert Lovink have organized the
Incommunicado Conference in June 2005 as the kick-off
event for a larger network of critical and progressive
media and Internet activists and researchers. They
currently are finalizing an Incommunicado Reader and a
DVD which will be launched at the WSIS summit. They

A coalition of civil society organizations today
announced they will hold a major parallel event when
the WSIS summit meets in Tunis less than four weeks
from now. This development was triggered by two
developments: The first is a lack of meaningful civil
society inclusion in the preparatory process, as again
was stated publicly during the last meeting of the
PrepCom in September. The second reason is the growing
suppression of independent voices in the summit host
