Let's not forget, a domain name can be used for email only, and have a
redirection to its parent website, whether that redirection happens in a
split second, or 12 hours, all the while showing you an advert.

Are we to limit the amount of time it takes for a website to redirect? How
will this be monitored?

You're up SC without a paddle, no matter what half arsed policy is
introduced, or what rules auDA introduce, it will not be sufficient.

Like it was said before, no matter what rules are introduced, there will be
a way around it, it's pointless and a waste of money, and more importantly,
it will always, always have to be amended, oh yeah, that's the best way to
spend tax payer's money, or any revenue auDA generates.
