[DNS] domain name news - 10 December

From: David Goldstein <david>
Date: Mon, 10 Dec 2012 14:11:49 +1100
Hello Australia!

Just a short note. It's been brought to my attention that some of the links are broken in the news I send out. And from digging around online I believe sending the news in html format will solve the problem. But I know there are some people who don't like html. It's been raised before on the DNS list many years ago.

So feel free to give me feedback on this, especially if you don't like it, with a way around it! Also, I will be sending out a short email with a list of questions shortly that will give you the opportunity to comment on the good, the bad and the ugly for the news which, hopefully, will allow me to improve things.

Cheers
David

Drafters of Communications Treaty Are Split on Issue of Internet Governance
Nearly a week into a global conference to draft a treaty on the future of international telecommunications, delegates remain divided on a fundamental question: should the Internet feature in the discussions?

Hands Off the Internet! by Jermyn Brooks, Independent Chair of the Global Network Initiative
A chorus of human rights groups, diplomats, companies and technologists has achieved something remarkable. They are shining a media spotlight on the most boring international conference you have never heard of: an obscure gathering of governments called the World Conference on International Telecommunications, or W.C.I.T.

MR. HENSMAN: Thank you. Good morning, everyone, or afternoon. Thanks for joining us. Today we?ve got an on-the-record conference call with Ambassador Terry Kramer, who is the U.S. Head of Delegation for the World Conference on International Telecommunications taking place in Dubai. Future Of The Internet May Rest On Definitions At Dubai Conference
For at least another week in Dubai, delegates from 193 nations are at a landmark conference to talk about regulating the telecommunications industry. Some fear that could lead a few countries, particularly Russia and China, moving to more tightly regulate local use of the Internet too. If the final treaty includes text they can use to justify potential acts of censorship, that could well happen.

A global battle for internet freedom puts Leveson in perspective: There's no reason ethical standards have to slip online. The real challenge for journalism is how to make the internet pay by Timothy Garton Ash
Are you reading this column in an ethical vacuum? Or on virtuous paper? Lord Justice Leveson's description of the internet as an "ethical vacuum" is one of the few missteps in his report on what we still Gutenberg-ishly call "the press". For the internet is not an ethical vacuum; it is an ethical battlefield. Across its vast virtual steppes there now rages one of the great power struggles of our time. The fate of authoritarian regimes such as China, and hence the future of freedom, will depend on the outcome.

How the United Nations could ruin the Internet
The Internet has sustained some pretty intense assaults in the past couple of years. U.S. Cyberwar Doctrine Would Not Matter Without International Agreement
When the history of cyberwar is written, 2012 may well be marked down as the year that it all began in earnest. Governments have been attacking one another electronically for decades now, but the last 12 months have seen both the concept and reality of cyberwar elbow their way into the consciousness of the general public through attacks such as Flame, Gauss and Shamoon, and also have seen government officials openly discussing offensive operations and calling out other nations for their extensive attacks on U.S. networks. Now, those same U.S. officials are in the process of developing doctrines for cyberwar operations as way of defining how and when military and government teams can act.

Could Untied.com Be Undone by United Airlines?
The owner of long-running United Airlines gripe site Untied.com was hit with a lawsuit this week by the airline itself. Although the site has resolved from the domain name for 15 years, it changed its appearance in April 2012 to appear more similar to United Airlines' updated site, drawing the lawsuit for violations of intellectual property and worker privacy.

Cyber Counterfeiters Quelled
A collective of enforcement agencies around the world joined forces recently to seize 132 domain names selling counterfeit goods as part of specific consumer protection operations. Dubbed "Project Cyber Monday" and "Project Transatlantic," the programs are part of a larger effort called Operation In Our Sites (IOS), which is responsible for 1,630 domain name seizures since its launch in June 2010.

Lise Charmel Industrie has failed to obtain the transfer of the domain name ?lisecharmel.org? under the UDRP. NTIA?s meaningless ?numbering principles? by Milton Mueller
The US Commerce Department has issued what it calls a set of ?Internet Protocol Numbering Principles? December 3rd. In this post, we contrast the NTIA statement with the results of the Baku IGF workshop on IP numbering. The contrast shows that either the NTIA is out of touch with reality in numbering policy, or is deliberately making a meaningless statement in order to sidestep some increasingly intense, consequential politics.

United States Government?s Internet Protocol Numbering Principles by Assistant Secretary for Communications and Information and NTIA Administrator Lawrence E. Strickling
Internet Protocol (IP) numbers underpin and connect broadband and IP-based network infrastructures. Without IP numbers, we could not attach computers and smartphones to the Internet, and we could not route traffic to and from those devices. Without an adequate supply of these numbers, we could not design cloud computing networks or the smart grid. As we move to a world of innovation where virtually everything can be networked to everything else, we need to ensure a sufficient supply of IP numbers.

Experiencing a 40% increase in its unique IP address count over a single year, Brazil?s recent boom of Internet connectivity emphasizes the country?s need to support IPv6 migration. A panel of international experts will discuss the critical role that governments play in advancing IPv6 adoption, including those governments that have successfully mandated agencies deploy IPv6 protocol on public-facing websites and email services.
