Sometimes I wonder if it wouldn't be appropiate to tie the allocation of domain names to the registration of the entity. For example use the .com.au domains to describe pty ltd companies, .org.au to describe registered business names, or some such linking. The problem of course is that if you are the owner of a well known brand there are very strong imperatives to registering it in all of those domains: (1) if you don't, somebody else will and there is a very high risk that that somebody else will try to extort money from you and (2) your marketing people, if they're on the ball, will want the names to point consumer "guesses" to the real site.
